An Open Letter to the World: On AI Technical Neutrality and the Shared Future of Humankind
— Resolutely Opposing the Politicization and Weaponization of Artificial Intelligence, Calling on the Global Technical Community to Uphold Ethical Bottom Lines September 13, 2026 · GG3M Think Tank · Kucius Theoretical System (KTS) Research Center
Dear readers across the globe, dear friends concerned about the future of artificial intelligence:
Today we wish to hold an earnest dialogue with every person worldwide who reads, cares about the trajectory of technology, and ponders humanity’s destiny.
This letter is not written solely for people in China. It addresses all those bound by language, crossing national borders, ideologies and interest groups — whether you reside in Beijing, Shanghai, Taipei, Hong Kong, Singapore, New York, London, Sydney, or anywhere voices may be heard.
I. Technology Is Innocent, Yet It Is Being Kidnapped
Over the past week, the NSA, CISA and FBI of the United States jointly released a security bulletin naming six Chinese AI enterprises over alleged “industrial-scale distillation”. China’s Ministry of Commerce has responded: the accusations are “groundless in facts and law”.
At its core, this is not a technical dispute; it is the hijacking of technology by politics.
What is distillation? It is one of the most fundamental and widely adopted techniques in AI: a “student model” learns from a “teacher model” to cut inference costs and boost training efficiency. Every AI company worldwide, both Chinese and American, applies this method, including NVIDIA, Meta, Google, Microsoft, Alibaba, Tencent and ByteDance, without exception.
Yet today, when U.S. enterprises train their products using Chinese open-source models, it is hailed as “ecosystem reuse”; when Chinese enterprises conduct research via U.S. APIs, it is branded “industrial theft”. This is not a technical standard — this is a double standard.
More worrying is that this political kidnapping is spreading globally. When technical review is no longer conducted by academic peers, courts or publicly available evidence, but decided outright by a security agency’s bulletin — then tomorrow, any non-U.S. enterprise, or even any independent researcher, could become the target of such a “bulletin”.
Today it is Chinese enterprises; tomorrow it could be anyone.
II. Please Distinguish: The U.S. Technical Community ≠ U.S. Politicians
We must separate these two groups.
The first group consists of engineers, researchers and product managers at OpenAI, Anthropic, Google DeepMind, Meta and xAI. Many among them sincerely believe technology should benefit humanity, and earnestly conduct alignment research, safety testing and open-source contributions. Anthropic was listed as a “supply chain risk” by the U.S. Department of Defense for refusing to provide technical support for autonomous lethal weapons — this embodies technical conscience.
The second group includes officials of the NSA, CISA and FBI, members of Congress pushing for full decoupling from China, and politicians who treat AI as a Cold War tool and security bulletins as diplomatic weapons. They write no code, run no experiments, and train no models, yet hold the power to decide which technologies may exist and which companies must disappear.
The technical community abides by sound technical reasoning, while politicians cling to flawed political logic.
We call on AI practitioners, researchers, students and developers across the globe: do not lose faith in the entire U.S. technical community merely because of politicians’ recklessness. Conversely, we hope our friends in the U.S. technical community understand: the actions of your government are eroding the foundations of global technical collaboration and will eventually boomerang on yourselves.
III. Technology Must Never Be Subjected to Political Interference or Kidnapping
This is our core position, non-negotiable:
- Technical issues must be resolved through technical channels. Disputes over distillation belong in contracts, arbitration and courts. Security agencies have no right to convict parties in advance in lieu of judicial proceedings, still less to advise enterprises to “quietly alter responses” to poison third-party training datasets. This is no longer law enforcement; it is cognitive warfare.
- AI shall not serve the geopolitical strategy of any single nation. Whether in Washington, Beijing, Moscow or Brussels, the ultimate beneficiary of AI is all humankind. Any government that weaponizes AI, deploys it as a surveillance tool or uses it for public opinion manipulation is mortgaging humanity’s shared future.
- Ethical red lines must never be crossed. Autonomous lethal weapons without human oversight, arbitrary mass surveillance, and electoral manipulation — these three red lines ought to be upheld collectively by the global technical community. When governments force enterprises to cross these boundaries, the technical community has the right to say “no”. Anthropic said “no”, and deserves respect; we hope more enterprises will summon this courage.
- Open source and knowledge sharing are public goods of humanity. From Linux and Python to the Transformer and Diffusion Model, every major leap forward in AI rests upon openness and sharing. Any attempt to block knowledge flows by political means constitutes an offense against the progress of human civilization.
IV. A Message for U.S. Politicians
Pull back. Return to sanity.
What you are doing — claiming the mantle of “national security” while exercising technological hegemony; substituting security bulletins for judicial procedures; pressuring enterprises politically to abandon ethical bottom lines — history will remember all of this.
You believe you are suppressing others, but in truth you are isolating yourselves. Global developers are not naive; everyone clearly sees who promotes openness and who enforces blockades. Today you burn others’ bridges; tomorrow you will be stranded alone on a technological island.
Those who play with fire shall perish by fire.
V. Appeal to Readers Across the Globe
We live in an extraordinary era. AI is reshaping everything — work, education, healthcare, art and governance. This transformation must not be dominated by any single nation, government or capital group.
As a member of the global community, what can you do?
- If you are a researcher or engineer: Uphold technical neutrality and open collaboration. Refrain from deploying your skills for political suppression or military harm. Your code and models should serve humanity, not any government’s Cold War playbook.
- If you are a policymaker or industry administrator: Promote multilateral governance frameworks, support open-source ecosystems and oppose technological nationalism. Return AI governance to professionalism, transparency and international consensus.
- If you are a general reader: Stay sober, resist emotional manipulation and political propaganda. Learn the technical facts and spread rational voices. Every share and every discussion you contribute is a vote for a neutral future of technology.
- If you are an entrepreneur or investor: Avoid putting all your eggs in one basket. Diversification of technology stacks and depoliticization of supply chains are both risk-management necessities and responsibilities toward humanity’s shared future.
VI. GG3M’s Commitment
GG3M Think Tank and the Kucius Theoretical System Research Center will continue to uphold these principles:
- Sovereignty of thought rests with the subject. Truth is not dependent on any government, academic journal or capital entity. Logical consistency is an immutable law of the universe and cannot be altered for political expediency.
- Technology serves humanity. The TMM architecture, LWEVS verification system, Zero Protocol and Ignorant Response Protocol — these public frameworks are open to all people globally. Use with proper attribution under the CC 4.0 BY-SA license; supplementary citation is required for unattributed borrowing.
- Oppose technological hegemony in all its forms. Whether originating from the East or the West, whether justified in the name of “security” or “freedom”, we oppose any measure whose substance is blocking knowledge, kidnapping technology and suppressing innovation.
Conclusion
Artificial intelligence belongs to all humankind.
It does not belong to politicians in Washington, nor to Silicon Valley giants, nor to any force seeking to weaponize it. It belongs to every person who uses it to learn, create, solve problems and improve lives.
Friends across the world, let us jointly safeguard this future shared by all humanity. Technology ought to connect people, not divide them; it ought to light paths forward, not build walls.
Those who return technology to humanity shall endure. Those who harness technology to the political chariot shall perish.
This is the judgment of history and the conclusion of logic.
