我的解决办法：
在Android文件夹下的build.gradle中，将buildscript {repositories {...}}和allprojects { repositories {...}}中的google() 和jcenter()都替换成

maven { url 'https://maven.aliyun.com/repository/google' }
maven { url 'https://maven.aliyun.com/repository/jcenter' }
