 utils.js中：

api.js中：

import { isLocal } from '@/utils'

console.log(isLocal)

  return Axios.request(xxx)
}

此时报：

  Uncaught TypeError: Cannot read properties of undefined (reading 'commit')

此时utils.js中的store为undefined

注释掉 api.js中的 

// import { isLocal } from '@/utils'

则能正常打印store。

经排查后得知：

store中的content.js 中引用了api.js中的方法，

api.js中引用了utils.js，utils.js中引用了store

循环引用导致

import { fetchServer } from '@/api'

export default {
  actions: {
    getServer: async({ commit }, data) => {
      const result = await fetchServer())
      commit('xxx', result)
    },
  }
}

解决方法：

去掉api.js中引用的 utils.js，另写方法
