使用doxgen生成chm文档时，发生了上面的错误。
1，检测了doxgen工程中hhc.exe的路径配置之后，发现没问题。
2，在如下连接找到了答案：
Just found this thread (as I had the same issue), and another thing to check is whether you already have the destination .chm open in the help viewer - if so, close it as Windows can't write to an open
意思是由于将上次生成的chm文件打开了，所以出现了这个问题。
解决方法：
关闭打开的上次生成的chm文件。再次进行编译，问题解决。
