例如我的路径是D:\apache-tomcat-6.0.29\conf\tomcat-users.xml

增加用户

默认的情况下，tomcat是不设置用户的，所以需要我们自己设置

我增加了一个admin用户，这样我们就可以通过admin来登录tomcat了

以上的配置，我在tomcat9下测试通过，只要配置了就可以登录tomcat，但是在tomcat6下无法登录

tomcat6下抛出403异常，解决方法如下

<user username="admin" password="admin" roles="manager"/>

因为tomcat6中没有roles=”manager-gui”
